丹巴县半扇门沟防洪治理工程施工图设计
招标公告
1、招标条件：
1.1 本招标项目丹巴县半扇门沟防洪治理工程已由四川省水利厅以川水函【2015】471号批准建设，项目业主为丹巴县水务局，建设资金来自中央资金及县级配套资金项目出资比例为100% ，招标人为丹巴县水务局。
项目已具备招标条件，现对该项目的设计进行公开招标。
1.2 本招标项目为四川省行政区域内的国家投资工程建设项目，丹巴县发展和改革局核准的（招标事项核准文号为丹发改函【2015】62号招标组织形式为 委托招标。
招标人选择的招标代理机构是四川锐诚工程建设咨询有限公司 。
2、工程概况与招标范围：
2.1 建设地点：
丹巴县；
2.2 建设内容及规模：
治理河长0.69km，上起半扇门沟电站上游约30m处，下至半扇门与小金川汇口处，共修建护岸1375.43m，其中左岸修建护岸698.57m，右岸修建护岸676.86m，河道清淤疏浚690m。
2.3 设计周期：
45日历天。
2.4招标范围：
本项目施工图设计及施工阶段的设计服务等。
2.5标段划分：
设计一个标段
3、投标人资格要求：
3．1本次设计招标要求投标人须具备独立法人资格，国家建设行政主管部门颁发的（水利行业）设计乙级及以上资质，四川省省外企业还须具备《四川省省外企业入川从事勘察设计活动备案证》或《四川省省外企业入川承揽业务验证登记证》,2010年以来已完成2个及以上的类似项目业绩，并在人员、设备、资金等方面具有相应的设计能力。
3．2本次招标 不接受 联合体投标。
4、招标文件的获取：
4.1凡有意参加投标者，请于 2015年 5 月12 日 00 时00分（北京时间，下同）至 2015 年 5 月 16 日 23 时 59 分在《四川建设网》通过电子招标平台凭单位CFCA数字证书报名并下载招标资料（招标文件等）。
招标人不得提供其他报名和招标文件获取的方式。
5.投标文件的递交
5.1投标文件递交的截止时间（投标截止时间，下同）为2015年 6 月 3 日 9 时 00 分，地点为 四川省公共资源交易服务中心（成都市人民中路三段33号）。
5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
